U.S. Customs and Border Protection is moving to strengthen data requirements for low-value and postal imports, requiring more detailed advance shipment information to improve visibility and enforcement at entry.

The update is intended to improve visibility and compliance while strengthening risk screening for incoming shipments.

Recent developments in the Strait of Hormuz have brought attention to routing stability and transit planning in one of the world’s most critical ocean freight corridors.

Ports such as Los Angeles and Long Beach have reported one of their busiest months since late 2025, reflecting strong inbound cargo movement.

Higher cargo volume is increasing the importance of appointment scheduling, availability, rail connections, and inland coordination to maintain fluid cargo flow and reduce terminal delays and congestion.

Recent discussions within the Texas cross-border trade highlighted attention on cargo fraud prevention in U.S.–Mexico freight movements, particularly around carrier identity verification and shipment documentation accuracy. 

This reinforces the importance of strong verification procedures to support secure and predictable cross-border operations.

Tariff and Customs Update:
Conditions continue to evolve, with enforcement shifting toward greater data-driven oversight, expanded trade remedy scope, and increased supply chain transparency requirements. Importers should anticipate tighter validation of entry data, accelerated reconciliation timelines, and broader documentation scrutiny.
  • CBP CAPE Phase II Expansion: U.S. Customs and Border Protection has expanded CAPE reconciliation monitoring to additional entry types (01, 02, 06). This increases visibility into unliquidated entries. It also tightens oversight near liquidation deadlines. 
  • Section 301 Brazil Investigation Advances: USTR has proposed a 25% additional tariff on certain imports from Brazil. The proposal relates to digital trade practices, IP enforcement, ethanol access, and environmental policy. Public comments and hearings are ongoing. A final decision is expected later this year.
  • Forced Labor Enforcement Expansion Under Section 301 Framework: USTR has proposed additional duties of 10%–12.5%. The scope covers imports from about 60 trading partners. The action is tied to forced labor enforcement gaps. Product exemptions and sector-specific rules may apply. The comment period is open through July 6, 2026.
  • Accelerating Focus on Trade Compliance & Supply Chain Traceability: Regulators are increasing focus on data accuracy and supply chain transparency. Entry-level documentation is under greater review. Audit activity is increasing. Automated enforcement tools are being used more frequently.
